India approves another wind tender of 1000 MW

The Solar Energy Corporation of India (SECI), a company of the Ministry of New and Renewable Energy (MNRE), has launched a tender process for 1,000 MW of Interstate Transmission System (ISTS)-connected wind power projects under Tranche-II.

With the success of the first 1,000 MW wind auction, the MNRE decided to launch another round of wind auction for wind power projects, which will be developed on a build own and operate basis. The power produced will be sold to SECI under a Power Purchase Agreement. PPAs must be signed with SECI within six months from the date of issue of the award letter.

The scope of work includes construction of the wind project along with the transmission network up to the grid connection point.

The MNRE has mandated, that a developer can bid for a minimum 50 MW and maximum 250 MW capacity. The SECI has set an upper tariff ceiling at US$$0.062/kWh.

The deadline for submitting bids is July 14, 2017.

The SECI confirmed that an additional 100 MW capacity can be awarded to Central Public-Sector Enterprises (CPSEs) willing to undertake development of the projects without participation in the bidding process; however, such an allocation will be at the lowest bid tariff from the reverse auction.

The first wind tender was launched in November 2016 and last April, SECI officially announced the winners. The auction drew record-low bids of INR3,460 (US$53.4) per MWh. All the winners selected gave that price. Mytrah Energy India Pvt Ltd, Green Infra Wind Energy Ltd, Actis-backed Ostro Kutch Wind Pvt Ltd and the infrastructure arm of wind turbine maker Inox Wind Ltd have each been awarded 250 MW of capacity whereas Adani Green Energy MP Ltd won 50 MW. With a 25-year PPAs with PTC India Ltd, the wind power plants will be connected to the ISTS.

The wind power deployment in India started in early 90s and with the conducive policy environment provided at Central and State level this segment has achieved highest growth amongst the other renewable energy technologies. The present wind power installed capacity in the country is nearly 32.3 GW sharing around 9.9 % of total installed capacity.
